The shaft is above a junction in a Minneapolis storm collector known as 'Frozens' drain. The geyser of water is caused by too much water from two medium sized pipes emptying into one large pipe. The collector runs down the freeway to empty into the Mississipi, near where the bridge collapsed there a year or so ago.
